Abstract
Paul J. Andrisani, Simon Hakim, and E. S. Savas, eds., The New Pub- lic Management: Lessons from Innovating Governors and Mayors (Boston: Kluwer Academic, 2002). 222 pp., $100.00 (cloth). State and local governments have assumed increasing responsibilities in the U.S. federal system. Facing these challenges, many subnational elected officials have developed innovative strategies to confront the nation's most important public policy problems. The New Public Management: Lessons from Innovating Governors and Mayors is a volume of essays from an impressive list of state and local leaders. The book has contributions from eight governors, including George W. Bush of Texas and Tommy Thompson ofWisconsin,and 13mayors,most notably Rudolph Giuliani ofNewYork and Richard Daley of Chicago. The essays include best practices on education and welfare reform, e-government, energy policies, smart growth, economic develop- ment, service delivery, and community revitalization. Each of the chapters addresses elements of the New Public Management (NPM) policy perspective. The volume's introduction provides an overview of eight NPM principles: (1) reverting to core functions; (2) developing authority and decentraliz- ing; (3) "rightsizing," or limiting the size of government; (4) restoring civil society; (5) adopting market principles; (6) managing for results, satisfying citizens, and hold- ing government accountable;
