It now poses a challenge for the European Community and also for Japanese and other Pacific companies in their continuing struggle to gain markets across a wide range of industrial sectors. The Competitiveness of European Industry edited by Arthur Francis and P. K. M. Tharakan presents, in book form, most of the contributions to an international seminar held at the European Institute for Advanced Studies in Management in Brussels. Chapter 1, written by A. Francis, is devoted to the notion of competitiveness. Francis emphasizes the fact that the debate about the competitiveness of national economies has not been founded on a clear definition, but conducted using measures which only reflect parts of the concept. He shows that it is necessary to distinguish clearly between inefficiency, slow growth and lack of competitiveness and to develop a more appropriate set of policy responses. In Chapter 2, H. P.
