Abstract
IT-enabled business change in the public sector needs to be supported by an approach and understanding which harnesses the full potential of technology within an overarching vision of public service delivery. This can only be achieved if it is based on a comprehensive understanding of what citizens are increasingly demanding from public service providers. In other words, service that are tailored to their citizens' needs and can be accessed at times and through methods convenient to them.
