Summary of General Discussion on “Poverty Reduction through Long-term Growth: The Thai Experience” General Discussion Summary of General Discussion on “Poverty Reduction through Long-term Growth: The Thai Experience” The general discussion of the paper by Warr, which investigated the sources of Thailand’s economic growth and its relationship to poverty reduction, largely centered on Thailand’s poverty reduction and income inequality. Commentators noted that the Gini coefªcient, which is a measure of income inequality, had only increased moderately and was lower than the Gini coefªcient of other Asian countries (e.g., China and Singapore). In the paper, only the aggregate Gini coefªcient was presented and further investigation of inequality would be of interest, in particular the analysis of income distribution. Ideally, further investigations of income distribution would take into account tax and transfer payments. Not accounting for these payments likely overstates the degree of poverty in rural areas. A further measure of poverty reduction and income inequality would be the distribution of assets and in particular the ownership of land. This may also reveal an overstatement of poverty in rural areas, as rural families in Thailand are not necessarily landless. Suggestions were made to examine further the link between economic growth, poverty, and income inequality, and potential policy implications.
