The development of inclusive e-Government in Austria and Portugal: a comparison of two success stories
Abstract
Austria and Portugal belong to the leading e-Government countries in the European Union, ranking first and third respectively, in terms of full online availability of public services, and first and fourth with regard to online sophistication. This article will take a closer look at what factors have played a role in fostering the progress of e-Government in Austria and Portugal, by comparing their (inclusive) e-Government strategy and policies, and by examining the results of the two countries' performance in international evaluations on e-Government and e-inclusion. Some suggestions for further research will be made to determine more conclusively which factors contribute to the development of an effective e-Government policy.
