All items in the P A L have b e n released to the public with unlimited distribution and arc freeware in most cases (the exceptions arc sharcware). The P A L is managed by Professor Richard Conn at M o n m o u t h University in N e w Jersey under contract to the A d a Joint Program Office, Defense Information Systems Agency, U.S. Department of Defense.
