The subject of user involvement in computer-based information systems (CBIS) development is one that continues to be addressed with concern in both management and information systems literature. The problem of obtaining an effective degree of user-community involvement in the CBIS development process is one that has been recognized in the literature for some time. (7) Current writings on the subject reflect a clear consensus of opinion on the part of writers with academic and practitioner backgrounds that active and knowledgeable user-community involvement is a key determinant in the development of successful information systems in a modern business environment. It is further recognized that an active interest and initiative on the part of business management is a necessary pre-condition to achieving an effective level of user-involvement.
