REPORT Universal Way to Reduce Conversion Costs Ronald W . Confe r Educational Communications Departmen t University of Pittsburg h We who are instructional developers have a responsibility to make ou r programs as widely available as possible ; thus, we join user groups, w e foster program exchanges, we distribute program listings and paper tapes , etc . Yet, we haven't seen fit to develop any guidelines that could be use d to help people who are about to convert programs written for one vendo r system to another . Such conversion activity is becoming more widespread i n the face of money constraints and the establishment of state-wide curriculu m clearinghouses . It is also probable that we who are developing the initial versions o f curricula are contributing to our own conversion problems . It seems to m e that there are at least two kinds of guidelines that are needed : (1) initial programming guidelines, and (2) program conversion guidelines . 1 .
