This paper argues that capital letters should continue to be the primary alphabet for APL; that APL systems should provide dual keyboard layouts, one an extended APL keyboard giving access to national characters, and the other a national keyboard extended to give access to APL characters; and that the positioning of the APL characters on both keyboards should be changed where necessary to match national keytop markings and eliminate duplication. An APL keyboard layout based upon this approach is presented, along with a set of principles which guided its design.
