This paper discusses some of the problems of establishing a licensing procedure for computer personnel. These problems are discussed drawing upon the author's experiences as a member of a State Engineering Registration Board. The need for a careful, precise definition of the computing field is shown to be a first step in the licensing process. This step leads naturally to the determination of the contents of the licensing examinations, and their administration by the licensing board. The handling of complaints of non-professional practice is discussed. The conclusion is drawn that a clear consensus as to the nature of the practice to be controlled, and the education and experience needed to qualify for registration, must precede the implementation of a licensing procedure.
