This paper describes and discusses the training program which aims to equip the Bureau's non-ADP and ADP s t a f f to e f f e c t i v e l y manage such systems. Evaluation of the program is discussed in the framework of the general problem of evaluating training such as this, where most objectives are affective rather than cognitive. Perhaps the most necessary but unappreciated writing is done by those individuals responsible for researching, organizing, and documenting procedures. These procedures might also be known as standard practices, methods bulletins, standard methods, standard operating procedures, and a host of other names. A lack of reading of these procedures is probably due more to the usual verbose, rambling style of the writing than the lack of need. Described in this text is a method, playscript, for making these procedures more readable and usable. The technique is to document the procedure much like one would write a script for a play. Actors are listed in sequence along wlth the actions they must take. A minimum of superfluous writing is used and the emphasis is always on action. I f you need proof of the potential success of this technique, just compare one of your standard procedures to one of the samples listed in the text. The book is a second edition of a publication i n l t i a l l y copyrighted in 1961. To my knowledge, the technique is not in widespread use. However, I am a believer that we should read anything we can that might improve our writing style. This a r t i c l e is primarily of interest to those involved in shaping or studying managers as they conduct the corporate EDP function. The t i t l e , however= is both too narrow and misleading: other organizations besides business need that "rare" breed, effec L tlve EDP managers. This a r t i c l e is based upon the author's study of 18 data-processing managers in medium and large corporations. He asserts that continued hlgh turnover and unstable working relationships all point to a general problem: " f i t t i n g " an appropriate E P management D style wlth the needs of top management. The maln part of the a r t i c l e consists of excerpts from indepth interviews with two managers who, Nolan claims, best typify the two emerging styles that he labels the "architect" and the " i n s i d e r " :
