This challenge is particularly relevant to education today. Creating an environment which harnesses and encourages the systematic use of rapid technology advances is not only a challenge but an awesc~ne responsibility coFffronting state-level policy makers. The purpose of this paper is to describe a l t e r n a t i v e s t a t e - l e v e l planning s t r a t e g i e s for addressing issues related to technology use and its implications for education. While a primary focus will be upon microcomputers, this paper must necessarily include the c o n v e r g e n c e ol telecommunication and videodisc technology advances with microcc~nputers.
