The final T O C budget for FY97 was 7.2M, up slightly from t h e FY96 budget of 6.9M. This does not represent a permanent increase and was due to additional funds received from the division director's reserve. C I S E Reorganization The long-awaited reorganization of the Directorate for Computer and Information Science and Engineering (CISE) is finally here. In particular, C C R has been expanded. The new name for the division is Division of Computer-Communication Research, so now it is C-CR. Three programs have been added - Communication, headed by Thomas Fuja, ComputerAided Design, headed by Robert Grafton and Signal Processing Systems, headed by John Cozzens. In addition, the Computer Systems, Architecture and Software program has been shrunk and renamed Software Systems and the new program director is Peter Scheuermann. The computer architecture has been merged with the old Microelectronics Systems Architecture in MIPS into a new program named Co .mputer Systems Architecture for which there is currently no program director. The Experimental Software Systems P r o g r a m has been moved out of C-CR. At present, we do not have a division director. John L e h m a n n is serving as acting division director and we expect to have a permanent director in January. Progress Reports " S t a n d a r d " grants, where one gets all the funds at the outset are becoming the norm. Annual progress reports are still required. I am going to insist on more detailed and informative reports t h a n in the past. The Government Performance and Review Act which is going to be implemented shortly has increased reporting requirements throughout the government.
