National High Performanc e Computer Technology Ac t SIGGRAPH and Nationa l High-Tech Public Policy Issue s (Submitted 9/30/89 ) At the SIGGRAPH '89 conference i n Boston, among the many exciting events , attendee awareness of high-tech, politica l issues was 'in the air .' Copies of th e National High Performance Compute r Technology Act of 1989, Bill 5 .1067, were distributed to reporters at the majo r SIGGRAPH press conference on Tuesda y morning . Senator Albert Gore, Jr ., author of the bill, addressed the SIGGRAPH communit y via a prerecorded videotape . His message permeated the standing-room-only pres s room . Dr . Tom DeFanti, co-director of th e Electronic Visualization Laboratory, an d Dr . Larry Smarr, director of the Nationa l Center for Supercomputing Application s (NCSA), addressed important aspects of th e bill during the ensuing press panel . At the time of this writing, this high technology bill is the only congressiona l proposal of its kind, and its approval woul d directly and indirectly affect the AC M SIGGRAPH community by providin g research funds for high-performanc e computer software and hardware, scientifi c visualization, educational software an
