This article discusses usability, performance, and management of minicomputer timesharing systems. It attempts to define the factors that make operating-systems usable and suggests ways in improving the usability and performance of application programs. While some parts of the discussion are specific to Digital's RSTS/E operating system, much should prove applicable to other systems. This article is based on a talk given at the Fall 1977 DECUS Seminar which will be published in the DECUS proceedings. Some material has been added, and a few items that are of interest only to RSTS/E installations have been removed.
