Thi s paper describes the current Learning Link system and discusses some of th e experiences and problems encountered in its development and operation, particularl y those with broader implications for organizations interested in using technology t o improve access to educational resources . A Model for Low Cost Educational Network s Learning Link is a computer based network operated by WNET/THIRTEEN, th e public television station that serves the New York metropolitan area . The system i s a text only interactive multi user service that features databases, bulletin board lik e conferences and electronic mail .
