Spielvoge l Director, Learning Lin k WNET/THIRTEE N New York, New York Summary The Learning Link * interactive communications system, in operation a t WNET/THIRTEEN since October 1985, provides a potential model for effective an d cost efficient servicing of pre college educational institutions on a regional basis . Thi s paper describes the current Learning Link system and discusses some of th e experiences and problems encountered in its development and operation, particularl y those with broader implications for organizations interested in using technology t o improve access to educational resources . A Model for Low Cost Educational Network s Learning Link is a computer based network operated by WNET/THIRTEEN, th e public television station that serves the New York metropolitan area . The system i s a text only interactive multi user service that features databases, bulletin board lik e conferences and electronic mail . It provides support for educators, mostly at th e elementary and secondary school level, who utilize learning technologies such a s television, video, microcomputers, videodisc, or online databases as instructional tools .
