Draft Report of the Federal Internetworking Requirement s Panel, and selected response s Prepared for the National Institute of Standards and Technolog y 14 January 1994 PREFAC E The Federal Internetworking Requirements Panel (rIRP) was established by the National Institute of Standards and Technology (NIST) to reassess federal requirements for open systems networks and to recommend policy on the Government's use of networking standards . The Panel was created at the request of the Office of Management and Budge t in collaboration with the Federal Networking Council and the Federal Information Resources Management Polic y Council . The Panel's membership and charter is contained in an appendix to this report . Early in its deliberations, the Panel determined that the problems with the current situation were widely recognized , and that the most constructive strategy was to develop a revised approach to achieving Federal internetworking objectives as a basis for discussion . This report is provided as a draft to stimulate discussion in the Federal Government , Government services users, Government systems suppliers, and the worldwide internetworking community .
