The Proble m The elementary school teacher is expected to be broadl y knowledgable in subject matter, in pedagogy and learning theory , and in dealing with children . Thus, the college program of th e preservice elementary teacher is designed to cover all of thes e areas . At one time a high school education was considered adequat e for the elementary school teacher . Later a two year normal schoo l program was deemed sufficient . Now a four year college degree , and often a fifth year of additional studies, is required . Even with all of this, however, many people feel that elementary teacher s are not adequately prepared . Moreover, there is considerable controversy among educator s as to the proper balance
