And Now for Something Completely Different: The User! A Report on the SIGIR98 Workshop on Query Input and User Expectations Birgit Schmidt-Wesche and Gene Golovchinsky As one of the participants of our SIGIR98 workshop titled "Query Input and User Expectations" confessed: after having been able to do without users for many years, he realized that he could not ignore them any longer. This was just one of the many sentiments that brought participants to this workshop; we all agreed, however, that it is important to take the user's perspective to design the next generation of IR systems. IRsystems are well tuned with respect to precision and recall, but they are not always well tuned with respect to a searcher's needs. The standard approach, developed over the last four decades, relies on pattern matching algorithms that look for documents that contain query terms. But more and more users expect a search engine to "understand" their queries. As the number of naive users interacting with search engines increases, so do the likelihood of a mismatch between users' expectations and search results.
