Philippine Recent Legal Developments on Adapting to Climate Change The Philippines is a global and regional leader in climate change law and has been active in domesticating its international obligations.1In the 1990s, the Philippines created an Inter-Agency Committee on Climate Change to draft policies and prepare strategies for climate change negotiations.2The creation of this committee was an early signal of the government’s commitment to its duty to protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature as provided for by the Philippine Constitution.3In 2009, the Philippines enacted the Climate Change Act (cca), the first standalone climate change law in Southeast Asia.4Combatting the impacts of climate change at the regional level will continue to be a priority for the Philippines as the country assumes chairmanship of the Association of Southeast Asian Nations (asean) in January 2017. In its leadership role, the Philippines government will be seeking to encourage all asean States to accede to the Paris Agreement.5The Philippines is particularly focused on linking climate change adaptation efforts to disaster risk reduction.As a country that is vulnerable to disaster conditions,6the Philippines is taking a more prominent role in addressing climate-change related disasters.
