OBITUARIES Ibrahim F.I. Shihata (1937-2001) On 28 May 2001, Dr. Ibrahim F.I. Shihata passed away after more than 15 years of service as General Counsel, Vice President and Senior Vice President of the World Bank and 17 years as Secretary-General of the International Centre for Settlement of Investment Disputes (IcsID). Dr. Shihata was an exceptional lawyer, had an outstanding command of history and an unparalleled and sharp analytic mind. He was first among equals in the group of his peers and one of the great international jurists of the 20th century. To the World Bank, Dr. Shihata had been a devoted executive, committed to the causes it serves and to facing head-on the challenges of development. During his tenure as General Counsel of the World Bank, he was actively involved in Bank policy discussion and formulation. He issued a series of detailed legal opinions, on the basis of which, the Bank was able to respond to a host of development needs not envisaged in its Articles of Agreement but, as times changed, put on its agenda by its Presidents.
