SIERRA LEONE The Security Council became involved in the situation in Sierra Leone during the period covered by this report. On 26 January 1997, the Secretary-General informed the Security Council1 that several encouraging developments had taken place in Sierra Leone in the past year. General elections had taken place to elect a President as well as members of the National Assembly, in February and March 1996. Although the outcome had not been accepted by the Revolutionary Patriotic Front (RPF), a cease-fire had been agreed upon. Negotiations for a comprehensive settlement of the conflict in which the United Nations and the OAU were acting as facilitators, had taken place between the Government and the RPF. The negotiations had culminated in the signing of the Abidjan Accord, on 30 November 1996, which marked the end of five years of civil war. The Accord provided for the transformation of the RPF into a political movement, the granting of amnesty to members of the RPF and the release of all political prisoners of war.
