With the release of this volume hopes for peace in the Middle East are rising and many hold sincere expectations. The Oslo Declaration of Principles and the Cairo Agreement signed between the Palestine Liberation Organization and the government of Israel, in 1993 and 1994 respectively, appear to be new signs of peace. The peoples of Palestine and Israel, who have been scorched by hot wars and chilled by cold wars for almost five decades, have an earnest desire for peace and development. However, for peace to be attainable and promising, it must be predicated on genuine commitment to principles of public law. Otherwise, it will be a desert mirage. One cannot but recall the words of Field Marshal Earl Wavell, who served as an officer in General Allenby's campaign in Palestine in 1917. Commenting on the treaties which brought the First World War to an end, he said: "After 'the war to end war' they seem to have been pretty successful in Paris at making a 'Peace to end Peace'."
