THE KARP REPORT* Jerusalem, 7 February 1984 STATE OF ISRAEL MINISTRY OF JUSTICE The Deputy Attorney General To: The Attorney General 25 May 1982 RE: Investigation of Suspicions Against Israelis in Judea and Samaria Report of the Inquiry Team. On 29 April 1981, you appointed a team (hereafter, the Inquiry Team) whose function was to work in accordance with the Letter of Appointment as detailed below: "A. A problem exists in conducting investigations related to suspicions against settlers in Judea and Samaria, as far as the perpetration of offences that are not routine criminal acts, but rather concern relations with the Arab residents. B. It appears that in certain matters, there is a lack of clarity as to which body is authorized to investigate, the procedures to be used in the investigation and the conclusions to be drawn from it. C. It was decided to create a team to coordinate between the bodies concerned in this matter. The Team will be comprised of a representative of the Police, a representative of the Military Advocate General, and a District Attorney. D.
