I. INTRODUCTION Over the last decade, the Inter-American human rights system has made setting stand- ards on the rights of migrant workers and their families a top priority. This priority represents something of a departure for the system. While both founding documents of the Inter-American system, the American Declaration on the Rights and Duties of Manz and the Charter of the Organization of American States,3 directly address the right to work and rights in employment, the Inter-American human rights mechanisms have largely focused on grave violations of civil and political rights.4 As the numbers of migrants increase, however, and issues arising out of the increased migration have taken a more prominent position in the international arena,5 so too have the rights of migrants in the Inter-American system.
