Human rights have always played an important role in the Netherlands development cooperation programme. Over the years attention has gradually shifted from social and economic rights to civil and political rights. This transformation can also be observed in the development cooperation relationship between Mozambique and the Netherlands. This article will discuss Netherlands development aid to Mozambique within the context of positive linkage: to what extent did Netherlands development aid improve the situation of human rights? Positive linkage policy is a new instrument within development cooperation for the improvement of the human rights situation as can be observed in section L Mozambican history will be described in section II. In section III some attention will be paid to the development cooperation relationship between Mozambique and the Netherlands from 1975 onwards. Finally, section IV will cover the creation of positive linkage policies in Netherlands development aid towards Mozambique I Positive Linkages in Netherlands Foreign Policy During the 1970s, Netherlands development aid in general was aimed at poverty alleviation; attention was mainly paid to the promotion of social and economic rights.
