Conclusions of the Sixth Joint OAUIICRC Seminar on lnternational Humanitarian Law, 15-16 May 2000, Addis Ababa. On the basis of the papers presented and after thorough discussions, the participants of the 6th AU/ICRC Seminar agreed to make the following [recommendations]: C' The participants urged strongly the states that have not ratified or acceded to the four Geneva Conventions of 1949 and their two additional protocols of 1977 to do so and reiterated the obligations by all parties to an armed conflict to take effective measures to respect and ensure respect for International Humanitarian Law (IHL) and to ensure, in particular, that: a. In the conduct of hostilities, every effort is made - in addition to the total ban on directing attacks against the civilian population as such or against civilians not taking a direct part in hostilities or against civilian objects - to spare the life, protect and respect the civilian Population, with particular protective measures of women and girls, and groups with special vulnerabilities such as children, the elderly, persons with disabilities and
