INTRODUCTION Cooperation between African, Caribbean and Pacific Group of States {ACP Group) and the European Union {EU) can be traced back to the signing of Treaty of Rome on 25 March 1957 which established the European Economic Community {EEC) and made provision for association with Overseas Countries and Territories {OCTs). The formal creation of the ACP in 1975 with the adoption of the Georgetown Agreement, was preceded by the Yaounde I and II Conventions concluded between the Association of African and Malagasy states and the EEC in 1963 and 1969 respectively. The Lome Conventions {Lome I-IV) regulated the economic, commercial and development cooperation between the ACP states and the European Community {EC) between 1975 and 2000. In June 2000 a new agreement, the Cotonou Agreement, was signed between the ACP states and the EC. This Agreement adds a political dimension to the existing relationship and entrusts ACP states with additional responsibilities.
