NORWAY NOR.1 Temporary employment - effect of repeated renewals - distinction between position and employment relationship HEADNOTES Facts Hellandsheimen is a central institution for the mentally handicapped, owned and operated by the county municipality of More and Romsdal. Randi Endresen was hired by the county municipality in 1973 for a permanent position as auxiliary nurse at the institution, working part-time at first and from 1 November 1974 on a full- time basis. From 16 March 1975 until 1 February 1988 she was in temporary employment in positions as charge nurse and assistant charge nurse, alternately but continuously except for the period from January until mid-November 1987, during which she finished her education at Hellandsheimen's school of auxiliary nursing for the mentally handicapped. Randi Endresen's periods of temporary employment were all in the form of postings for substitute duty, initially for one year at a time and later for six months at a time. From 1985 and until 1 February 1988 she served in one and the same position as assistant charge nurse, pursuant to postings of six months' duration. The last such posting expired on 31 December 1987 but was prolonged for one month.
