RESOLUTION Pacem in Maribus XXII Aware of the fundamental importance of science and technology for the rational use and conservation of ocean space and its resources; Recalling Articles 276 and 277 of the United Nations Convention on the Law of the Sea, mandating the establishment of regional centres for the advancement of marine sciences and technologies; Taking note of the resolution (Annex 6 of the final act) of UNCLOS III [Third United Nations Conference on the Law of the Sea] urging all international and bilat- eral funding agencies to assist developing countries in strengthening their research and development capacities and acquiring the needed technologies; Considering the decisions and conventions adopted and/or opened for signature at the Rio Conference on Environment and Development encouraging the transfer of socially and environmentally sustainable technologies to developing countries to enable them to fulfill their obligations under the Climate and Biodiversity Conventions and the implementation of Agenda 21; Mindful of the initiative taken by the 101 [International Ocean Institute], the Government of Malta, in cooperation with UNEP [United Nations Environment Pro- gramme] and UNIDO [United Nations Industrial Development Organization], for the establishment of a Mediterranean Centre for Research and Development in Marine Industrial
