Abstract

The Malaysian Institute of Maritime Affairs (MIMA)1 was set up by the government of Malaysia to advance the maritime knowledge of Malaysians as they grapple with political and economic dynamics at sea. Some of the dynamics have been described in this paper. But MIMA is not the only organization that hopes to inspire Malaysia to greater heights regarding its maritime nation status. The entire nation and its institutions will have to be mobilized to put the country on firmer maritime footing. MIMA has a very small role in advancing maritime knowledge in the country. As a policy research institute it aims to mobilize adequate critical mass through a sys- tem of networking-both in country and overseas-to think of, research, and initiate policy ideas for public- and private-sector policy planners to mull over. MIMA's job is to conduct research and float ideas. Implementation is not within our purview. MIMA is incorporated as a private company under Malaysian law (Companies Act, 1965). As a company limited by guarantee, its shareholders are limited in liability in the event the company has to wind up its business. Membership in MIMA is open to all Malaysians (individuals and groups) in both the private
