1. INTRODUCTION The Netherlands Institute for the Law of the Sea (NILOS) was established in Septem- ber 1984 as part of the Faculty of Law of the University of Utrecht. It operates within the framework of the Department of Public International, Social and Economic Law (ISEP) of the Utrecht Law Faculty. During 1994, the tenth year of its existence, the NILOS staff consisted of: Prof. A. H. A. Soons, Director Prof. B. Kwiatkowska, Associate Director Mr. M. F. Bus, LL.M., Research Associate (until 1 March 1994) Mr. H. M. Dotinga, LL.M., Research Associate (from 1 January 1994) Mr. E.-J. Molenaar, LL.M., Research Associate (from 1 May 1994) Dr. A. G. Oude Elferink, Research Associate (until 1 July 1994) Ms. M. W. de Boer, Secretary Additional support was continuously provided by Mr. W. H. M. Welling, Adminis- trative Manager of the Department of Public International, Social and Economic Law of the Faculty of Law. NILOS External Associates, who continue to be involved in NILOS projects as specified infra in the relevant parts of this report, are: Dr. E.
