Report on the World Health Organization (WHO), 1992* CONSTITUTION The World Health Organization (WHO) Constitution was signed at an International Health Conference in New York on 22 July 1946 by representatives of 61 nations. It entered into force on 7 April 1948. The constitution was amended on 28 May 1959, the amendments entering into force on 25 October 1960. On 10 July 1948, the First World Health Assembly adopted an agreement whereby WHO, already a specialized agency, established by intergovernmental agree- ment, was brought into relationship with the United Nations. MEMBERSHIP States not members of the United Nations may be admitted as members when their application has been approved by a single majority vote of the World Health Assembly. There are 186 members and 2 associate members. There is no provision for with- drawal. POWERS AND FUNCTIONS The organization shall, inter alia, 1. act as the directing and coordinating authority on international health work; 2. assist governments, upon request, in strengthening health services; 3. furnish appropriate technical assistance and, in emergencies, necessary aid upon the request or acceptance of governments; 4. promote in cooperation with other specialized agencies where necessary, im- provement of nutrition, sanitation, and other aspects of environmental hy- giene; 5. promote and conduct http://www.deepdyve.com/assets/images/DeepDyve-Logo-lg.png Ocean Yearbook Online Brill
