The activities of the Inter-Governmental Maritime Consultative Organization during the year April 1, 1976, to March 31, 1977, are outlined under the following headings: (1) constitutional developments and activities of major bodies; (2) developments of major programs; (3) coordination with organiza- tions of the United Nations system and relations with other organizations; (4) technical cooperation; (5) administrative and financial questions; (6) confer- ences, documents, and publications. * * * I. CONSTITUTIONAL DEVELOPMENTS AND ACTIVITIES OF MAJOR PROGRAMS Membership of the Organization.-During the period under review, Bangladesh, Bahrain, the Bahamas, Cape Verde, Gabon, Jamaica, Papua New Guinea, and Surinam accepted the IMCO Convention, bringing the membership of the organization to 101 plus one associate member. Maritime Safety Committee.-The Maritime Safety Committee held its thirty-fourth and thirty-fifth sessions in May and September 1976. The committee considered the technical work of the organization related to maritime safety, which is described more fully in Section II of this report, and approved a number of recommendations for submission to the tenth assembly. Marine Environment Protection Committee.-The Marine Environment Pro- tection Committee held its fifth and sixth sessions in May and November 1976; its heavy and wide-ranging program reflects the continuing expansion of IMCO's
