Regional Ocean Governance in the Pacific Revisited Regional Developments Pio E. Manoa and Joeli Veitayaki School of Marine Studies, University of the South Pacific, Suva, Fiji INTRODUCTION The Pacific Islands Regional Ocean Policy (PIROP) is the first regional ocean policy adopted by the region. However, since the adoption of the policy in 2002 and its integrated strategic action framework in 2004, there has been limited implementation. Over five years have passed without any clear action towards strengthened regional and national ocean policies. The implementation of ocean-related policies has continued on a sectoral and fragmented basis, which has made people question whether the region is really serious about holistic ocean governance and able to implement the policy and its action framework. This article explores some of the relevant considerations in the implementation of the regional ocean policy and its action framework. By examining recent developments and influences at the regional and national levels, the article presents a rudimentary analysis of the direction of ocean governance in the region. Factors impacting on the ability of regional institutions and frameworks in carrying out their respective roles and influences on national governments will also be discussed.
