Islanders, Oceans, and Coastal Environment Problems: An Approach Toward the Third Millennium INTRODUCTION The year 1999 is 5 years after the declaration of the Barbados Programme of Action for small island developing states (SIDS). This Programme of Action followed a decision at the United Nations Conference on Environment and Development, the 1992 Earth Summit in Rio, to hold a summit for small island states in Barbados. The 1999 United Nations Commission on Sustainable Development CSD-7 reviewed the Barbados Programme for the United Nations General Assembly Special Session on SIDS. At the time of finalising this manuscript (August 1999) , the problems, issues, and needs of SIDS have been well docu- mented. Of interest now are the various perspectives on how best to go about addressing these matters to strive toward sustainable development on small islands. Furthermore, no better time exists than now to achieve this goal, with the third millennium just around the corner. The original text of this manuscript was prepared at the invitation of the United Nations Environment Programme (UNEP) to present a perspec- tive from a Pacific regional position, specifically that of the South Pacific Applied Geoscience Commission (SOPAC).
