Oman and 1 SOURCES OF LAW, JUDICIAL AND LEGAL SYSTEM In the year after the Sultan's silver jubilee, the country witnessed many legislative changes, both commercial and fiscal, specifically designed to pave the way for the development of the Sultanate in line with its Vision 2020 mission statement.1 The economic, political and social goals established as a result of that mission state- ment have begun to be facilitated through the significant liberalizing changes ob- served during 1996. However, 1996 will be most probably remembered amongst lawyers and con- stitutionalists as the year is which His Majesty Sultan Qaboos bin Said set out a con- stitutional framework for the Sultanate of Oman through the promulgation of the Basic Statute of the State. This Basic Law sets about the establishment of import- ant principles relating to the succession, governance, the rights of citizens and the formation of principles for a new judicial system. The principles embodied within the Basic Law are discussed separately in this contribution.
