Libya As opposed to 1994 where voluminous legislative work was undertaken, the law making process during 1995 has not been so active. Only two Acts have been pro- mulgated throughout the year. The first Act relates to the protection of antiqui- ties, museums, ancient cities and historical buildings, and the objective of the sec- ond is to amend an article of the Banks Act. In addition, some resolutions were issued by the General People's Committee such as Resolution No. 222/1424 declaring an official mourning day, and Resolu- tion No. 813/1423 promulgating the Administrative Contracts Regulation, which may be considered the most important legislative document produced this year. Given the scarcity of legislation to be surveyed this year, most of this chapter will be devoted to an exposition of the basic legal aspects of the Administrative Con- tract Regulation (see title Administrative Contracts - 4 below). 1 ANTIQUITIES ACT Act No. 3/1424 (1995) relating to the protection of antiquities, museums, ancient cities and historical buildings was issued on 29 August 1995 and was published in the Official Gazette, No. 19 of 2 October 1995. It replaced Act No. 2 of 1983 re- lating to antiquities and museums.
