* INTRODUCTION As the survey for Volume 12 was being prepared last year, fighting broke out in the Occupied Territories between Hamas and Fatah. As a result, Hamas managed to seize control of the Gaza Strip in mid June 2007. Consequently, Fatah members loyal to President Mahmoud Abbas' were forced to leave the Gaza Strip. Following the fighting which reached unprecedented levels of brutality and saw Palestinians killing Palestinians, Mahmoud Abbas declared a state of emergency on 14th June 2007. Under the state of emergency, President Abbas deposed the New Unity Government (NUG) formed in March 2007 after negotiations between Hamas and Fatah. In its place the President appointed an interim government which subsequently became the permanent government after the state of emergency was lifted. The deposed Hamas members of the NUG formed their own ruling authority in the Gaza Strip over which they continue to exercise de facto authority. Under the Basic Law, the government may only be dismissed by the Legislative Council by absolute majority after a vote of no confidence.
