INTRODUCTION' E n v i r o n m e n t a l policy can be described as a 'mission impossible', because a lot of policy programmes try to solve complex problems. Complex, because environmental issues and problems affect a number of organizations with different interests which they try to protect. Due to this diversity of stakeholders the perception of an environmental problem, the values and norms which are at stake and the number of solutions, differ.
