Alfred J. Rieber, ed., The Politics of Autocracy: Letters of Alexander II to Prince A. I.... The Politics of Autocracy includes a collection of letters which Alexander II wrote to Prince A. I. Bariatinskii during the years 1857-1864, and two historical essays by Professor Alfred J. Rieber on the "Politics of Emancipation," and the "Policies of Imperialism." Because the letters provide extremely valuable in- sights into the tsar's attitudes during the crucial reform period of 1857-1864, the student of Russia's Great Reforms must be indebted to the Archive of Russian and East European History of Columbia University for making these documents available for publication, and to Professor Rieber for his excellent, scholarly annotations. Professor Rieber's two historical essays are equally interesting. In the "Politics of Imperialism," he argues quite convincingly that Alexander II consciously steered a middle course in foreign policy between the conservative position of ' his Foreign Minister A. M. Gorchakov, and the more adventurous policies of Prince A. I. Bariatinskii, the Viceroy of the Caucasus. The end result, as he notes in his preface, was "a policy of watchful waiting in Europe while sup- porting a cautious advance in Asia." Aside from minor errors (it was Count P. D. Kiselev, not K. D.
