This b o o k is an important contribution to the understanding o f international treaty law, Russian law, and the law o f the other members o f the Commonwealth o f Inde- pendent States. Professor Butler has provided excellent translations o f the laws on in- ternational treaties from each o f these countries, along with his own extensive com- mentary, a comprehensive bibliography, and a useful index. Russia and several others o f the newly independent states have published official Russian-language versions o f these laws. The laws o f the other states are translated from authoritative Russian- language sources. (In a n u m b e r o f these countries laws were in fact drafted in Russian and only later translated into the official national language. Lawyers in Kazakhstan, for instance, almost never use the Kazakh-language translations o f laws.) Because Butler has translated all o f these laws himself, there is a
