On “Charity Legislation Semi-Monthly Review” Forum * Li Yong, assistant to the dean, Institute for Philanthropy and director of Philanthropy and ngo Support Center (pnsc), Tsinghua University, specializes in social organization and management, social enterprises.The upsurge of China’s charitable causes in recent years has urged the need to have charity legislations to enact a unified base law that can establish a sustainable legal vehicle to administer and provide guidance to the growing philanthropy sector. Since the first motion put forward to have legislations for charity by the Ministry of Civil Affairs in 2005, the legislative proceedings for a charity law had been deferred for seven years before finally being included in the agenda of the legislative work plan of the Standing Committee of the 12th National People’s Congress in November, 2013. The Committee for Internal and Judicial Affairs of the National People’s Congress is responsible for the drafting work.As a crucial legislative milestone of developing philanthropy, the drafting of the charity law has received wide support, contribution and participation of scholars in academia.
