Scholars in the USSR and the West increasingly are investigating the broad ramifica- tions of today's so-called "scientific-technical revolution," and as a result have turned to an examination of the roots, make-up, and social, political and economic structures of scientific and technical research and development (R and D) in the Soviet Union before World War II. Both Nicholas Lampert's The Technical Intelligentsia and the Soviet State and Robert Lewis' Science and Industrialization in the USSR are studies falling into this category. The former considers the relationship between the technical intelligentsia (both "Old" and "Red" specialists) and society, especially for the period from 1928 to 1935, while the latter looks into the evolution of Soviet Russia's R and D apparatus from its tsarist legacy until 1940. Lewis' book analyzes a more concrete topic-that of the evolution of administrative structures for the management of R and D.
