From the Editor-in-Chief iv FROM THE EDITOR-IN-CHIEF This issue of Soviet Union marks the initial appearance of the journal under the auspices of Arizona State University. I have completed the transferal of the editorial and business op- erations to Tempe, where I shall continue to edit and publish the journal. Soviet Union is somewhat behind schedule, but I expect to have it back on a regular timetable within a year. These have been difficult times, due primarily to the inability of the previous sponsoring institution to provide adequate editorial, clerical, and production services. For this particular issue I am indebted to Erik P. Hoffmann, the Managing Editor for Government and Administration, and also the Coordinating Editor, who arranged for publication of the Research Institute on International Change workshop as a special section. I also wish to express my gratitude to John E. Bowlt, the Managing Editor for Fine Arts, who prepared the previous special issue on Soviet Constructivism.
