The Polish Electoral Law to the Russian State Duma GILBERT S. DOCTOROW (Cambridge, Mass., U.S.A.) The Polish Electoral Law to the Russian State Duma Official treatment of the minority nationalities was one of the most important issues in Russia during the final twenty years of the tsarist regime and it has attracted the growing interest of historians. However, while attention has often been directed to the consequences of the government's decisions on the nationalities, less has been said about how those decisions were reached. I offer here a close view of that political process at a critical juncture in its development. The evidence comes from the government's elabora- tion of provisions for the representation of the borderlands in the State Duma. The work went on from the summer of 1905 to the late spring of 1906 and resulted in the issuance of special electoral laws for the Kingdom of Poland, Siberia, the Far Eastern provinces, the Caucasus, the Steppe Governor-Generalship, and Turkestan.1 These laws appeared as supplements to the general electoral laws for the Russian center and like the general laws they were used only twice, to elect the first two State Dumas, before they were altered in June, 1907.
