Responsibility to Protect: Th e Evolution of an International Norm Noha Shawki Illinois State University nohashawki@ilstu.edu Abstract Th is paper draws on the theoretical literature on the emergence and evolution of new interna- tional norms and on the norm lifecycle model to explain the emergence of the Responsibility to Protect (R2P) norm and analyse its current international status. It analyses the challenges that the norm faces, explains why it is still tenuous and discusses its prospects. I fi nd that the charac- teristics inherent to the norm of R2P, especially its specifi city and its coherence and adherence are among the factors that can help us understand the evolution of R2P and its current interna- tional status, as well as help us think about its prospects and future viability.
