The Background of the Recommendations Since the first peacekeeping operation in 1948 in Palestine, United Nations peace operations have undergone sub- stantive, maybe even dramatic changes. Though peacekeeping in the strict sense constitutes only a sector of all peace operations conducted by the United Nations, the term is often used referring to any such mission. Today, in order to foster the purposes of the United Nations as set in Article 1 of the UN Charter,' i.e. to maintain inter- national peace and security, to develop friendly relations among nations and to take appropriate measures
