The Background of the Recommendations Since the first peacekeeping operation in 1948 in Palestine, United Nations peace operations have undergone sub- stantive, maybe even dramatic changes. Though peacekeeping in the strict sense constitutes only a sector of all peace operations conducted by the United Nations, the term is often used referring to any such mission.
