Who can doubt after reading these three books that socialist jurists are primarily utilitarian? Dr. van den Berg in the Ioffe-Janis volume asks the determining question: is labor law primarily protective or productive? He con- cludes that productivity of labor is still a primary goal of law, although the protective aspects of the code are coming to the fore. Steps toward protection . still seem, however, to be halting, for some jurisconsults, when queried, reported that management even today rarely asks their advice before issuing an order.
