Interpreting the Nuclear Non-Proliferation Treaty offers a legal approach to a highly political subject in international relations, namely the regulation of the non-proliferation of nuclear weapons. While many authors have written about the Non-Proliferation Treaty (hereafter: NPT) regime, 1 its history and future, how it should be enforced and the legal and political aspects of the diplomatic crisis with Iran over its alleged non compliance with NPT obligations, Daniel H. Joyner’s book is the first to put the conformity of the foreign policies of western states and their NPT obligations under strict legal scrutiny. In doing so he touches upon the more general and fundamental question which underlies all the diplomatic and political problems which the NPT regime is facing today, namely, what are the rights and obligations of states parties to the NPT? The author applies the provisions on treaty interpretation of the Vienna Convention on the Law of Treaties (VCLT) to the Non-Proliferation Treaty in order to provide a comprehensive insight into the object and purpose of this legal instrument.
